Flopping

I am interested in the recent 'flopping' policy in the NBA. The idea is quite similar to diving in soccer, in that players accentuate (or invent) physical contact from defensive players. Although they introduced fines for 'flopping' a few months ago, very few players have been penalized. It seems as though the NBA simply introduced these rules to please the fans, and then not followed through with it. I think that introducing such hefty fines for simply 'flopping' is unnecessary, and because the penalties are so huge, no one is being punished. I think it is silly, yet interesting, that such a large sporting body would make rules simply to please the people, rather than come up with a proper solution.
